If it matches (permisssions or not) the first match wins.

Perhaps creating two branches and assigning the gateway from there might be
an alternative approach. You will probably need to configure user(s) to each
branch to test.

No, I don't have multiple dialplans matching same dialstring. Disabling the
dialing rule without permissions results in a 404 Not found. So there cannot
be another dialing rule matching the same dial string(?)
