It wants there to be a local DNS server on the box for robustness,
basically; that can be a cache-only server the points to you main DNS
server, though.

Whether or not you need split DNS depends on whether you need the public
and private network queries to both work, but that is orthogonal to
whether or not you need a DNS server on the proxy system.
