We had broadvox for a while which does support T.38 and didn't have a problem finding others that do. Problem is, it's still faxing over the Internet so mileage varies and conditions change depending on how busy the paths are to the network. I am not suggesting broadvox however. I've heard they are good but our experience with them was insanely frustrating.
