Polycom config in sipxconfig should point to the IP of sipx
for NTP (not dns). Fools at Polycom start to sync time
before dns client is active.

ENSURE the phone does not have a manual config (used on
previous system). If it does, reset config/local settings
from the menu and let it/them reload the sipxconfig. In
sipxconfig for the phone do SNTP and make sure the IP
address of your local time server is inserted.

In the web interface of the polycom you can login by:

http://IPADDRESS/timeConf.htm

then go to General/Time to make sure the correct value is
there.
