The gateway needs to be configured for the disconnect method from the telco (which is normally called "disconnect current"). So is your disconnect method set for polarity reversal or something else (busy detect)? I don't what what the options are on an AC gateway, but its a POTS line. You can also ask the TELCO what they send to signal disconnect.
