I understand what you are trying to do. You would be far better off
using a separate gateway device to connect to the PSTN though. With an
independent gateway certain phones can use it as a "911" emergency
gateway even if the phone system is turned off.

loading asterisk just to use a sangoma card is a pretty big thing to
step through.
