A couple thoughts: 1) I like the idea of having the 'crucial numbers' forwarded to cell phones (easy to implement) 2) If we were to setup a separate sipXecs system - we could have some fxo gateways there to route around the T1 (I'm not sure how I feel about this...) 3) not worry about if the T1 goes down (it's not gone down since it's been installed - a couple years) - See #1
To me, it seems like a good bit of additional work/expense to have a what-if (or rather, when it happens) scenario where we rely on just a couple POTS lines - most calls will get a busy signal. It seems to make more sense to have end user call-forwarding to cell phones that are disabled. If the T1 goes down, we could simply log in and enable that forwarding rule.
