rename the file, and new file that is created is still upper, and it writes the spa$MA.cfg back in to the cfg files.

test: edit spa$MAC.cfg file.  changeProfile_rule to /spa$MAU.cfg

go to phone on sipx gui,
send profiles.

the cfg is written upper case, but this is now back to lower:
