They want a liveness check. The reason why sipxbridge does what it does:

sipxbridge is a B2BUA not a phone. An out of Dialog options is
essentially a media capabilities query.  What should sipxbridge
answer? It does not know the media capabilities of the phone that
might eventually place the call.
