confirmed. when I forward the call back out to an ITSP gateway, if the SBC is set to sipxbridge-1, the max-forwards are 70.

If I set the SBC to something other than sipxbridge-1, the max-forwards is set to 1.

why? where is this? how do I change it?

I can't blame Level3 for everything :-)
