For the call-out annoy for voicemail you could add a feature request.  This
is something a lot of voicemail servers do.

For call recording he could look at Oreka (http://www.orecx.com/web/).

It just needs to set in the call path (mirror the gateway port or the PBX if
using SIP trunks).
