These were his comments at one point:
Seems that once I installed the stunnel included with the Avaya sipX 4.2
build everything started working. Perhaps we should use stunnel 4.26-1
instead of 4.28-1 because of the change that Raymond Dans stated
happened in 4.28:
"I've found that with version 4.28 of stunnel, it makes use of FIPS
(Federal Information Processing Standards) in OpenSSL and the minimum
version of OpenSSL required is 0.9.8j. I'm not sure what version of
OpenSSL you have but I suspect that its something related to FIPS as I
don't believe the version of OpenSSL we use 0.9.8g makes use of it."
Please consider replacing the stunnel RPM with the Avaya one or build
one based on version 4.26-1

Did you compare the installed sipx packages with the ones in
the repo?
it's possible something did not get updated...
It seems that all the packages are installed...
Looking at /var/log/sipxpbx/update.output.log I've found the
following message
...
Updating : stunnel ##################### [ 31/105]
copying default config file to /etc/stunnel/stunnel.conf
warning: user stunnel does not exist - using root
...
In /var/log/sipxpbx/update.err.log I've found the following message
/var/tmp/rpm-tmp.92952: line 1: fg: no job control
/var/tmp/rpm-tmp.92952: line 2: fg: no job control
/var/tmp/rpm-tmp.92952: line 3: fg: no job control
cp: cannot stat
`usr/share/doc/packages/stunnel/stunnel.conf-sample': No such file
or directory
opendir: No such file or directory
It seems that stunnel.conf is not properly created.
