The issue was eventually tracked down by Ranga to a sipxbridge issue
with certain ITSP's. Changing or updating FS in 4.0.4 and previous
4.1.x builds did not help. Ultimately, sipxecs version 4.1.6 "fixed"
this with code committed in sipxbridge. It had to do with the way it
interacted with FS, and FS went a bit out of hand as far as CPU was
concerned.
