The ATA is registering with sipx. 

Did you follow the wiki to make sure it has recent firmware
on it?

I wrote this article:

You will also find when you try to send profiles to it (if
you look in your job status when it fails) that you'll need
to make sure you put the binary converter file in tftproot
and give it the proper permissions.

It always works for me.

Stiles is correct in asking if you have tried with other
devices, in the event this one does not work, it might be a
config issue, but if you configure it properly in sipx with
the binary converter and letting sipx reboot it for you,
you'll be in good shape.
