I just realized this option changes back to 'local' at every reboot.
I have been changing it here:
/var/sipxdata/configserver/phone/profile/tftproot/000000000000.cfg
Is there somewhere else I can change it where it will stick through a 
reboot?

This is reproducible on every system I build. I have opened a ticket:
