No, not at all. They were intentionally changed. Not swapped. First regarding the "To" header. The To header contains "what the user dialed initially". And is not modified by sipx. And it is not used for call routing. It is "Request URI", which denotes "destination of the request" and is used to route the call, and Request URI was modified by sipx (your domain was changed to voipbuster).
Second regarding the From header. I guess that you are looking at the invite you send to ITSP. The thing is that sipxbridge substitutes original From header to URI, Registered at ITSP.
