Typically the dial plan is used for calls made from sipx to the pstn.

It sounds like the dial plan you are creating loops back to sip as a locally
dialed number, in which case you "would not" use a gateway at all so it
would process, or you would get a LOOP DETECTED message (which is correct
handling if you are dialing 201 internally but sending to a ITSP gateway).
