At the same time. REST/SOAP integrations may do a lot of what you need, but not everything available to a user is available, for instance, via REST. Things have to be added (even in REST) to gain that functionality by someone. I may be off base, but I recall seeing this type of request from you before (I don't want this group of people to be able to do this...), which suggests to me a custom portal may be in your future! How near that is is anyone's guess. Take heart, there are a number of upcoming things that are being discussed, maybe even widgetization!
