You may be assuming the phone supports the MWI (light) at the supplied voltage... read on.
Not all analog phones support the same MWI light. I "think" the AC supplies 100V DC to activate the lamp. If the phone does not support 90-100v dc for the MWI lamp it ain't gonna turn on. You might need to dig through the manual for the FXS gateway to see if there are additional parameters supply the config (I don't think so), but a LOT of phones don't actually support it. What does the phone support?
