Ok i was able to follow through with everything you said.
except how to accept and save value 4 'enable'
meaning that when i ran the command below i did not receive
an error, but nothing else happened except a new line opened
up.
INSERT INTO setting_value VALUES (4, 'ENABLE',
'permission/application/superadmin');
