Kamailio is a SIP router (used to be called SIP Express Router (ser). It by and of itself is not a communications system. It can be combined with other solutions to make a communications system.
sipXecs is a complete communications system prepackaged. It is a compilation of many different open source projects. sipxconfig, sipxbridge, freeswitch, apache, etc...
