In 4.6 localization packages are rpm based. This will keep them moving along with the versions https://github.com/dhubler/sipXlang-en_GB If you notice any improvements that could be made, I can even give you commit access to the repo and you can make the updates for the next sipxecs release for everyone to benefit. There's not need to know how to code, but there are a few things to learn about git you can find instructions for.
