Old thread, but still relevant to me at least.
Does anyone have any updated info on paging limits within 4.4? Does the 
info below still seem accurate? I'm chasing down some issues and I'm not 
sure if I've run into this as well. My group had 17 in it, but I've got 
it down to 14 by removing some phones that are near each other. Since 
the pager doesn't get the page, there are 13 actual destinations on most 
pages.
