Measured Service lines is an excellent idea for cases such as this.  Fax
sharing devices is another method of having one Pots line, used for several
devices to lower your overall costs.

I've also had some success with Audiocodes FXS and modems, however
some just wouldn't work we had a natural gas meter that worked through
a Cisco VG200 and I never could get it to work over an Audiocodes
device.  There are always measured business rate PSTN lines that are
pretty cheap, you usually pay a monthly fee and then for minutes that
you use.
