further I would expect this cannot be fixed on this current design. it would have to be a "join and silence until all members join, then allow a broadcast" design driven from the media server. How long do you wait and what if members are on the phone? besides being complicated to design (I have it in my head how it could work, and I see a huge impact on the server to make it work this way) paging to phones is somewhat frowned upon except for limited use in lieu of an overhead paging system.
valcom for example has their own paging server and it registers to sipx. whether you use 1 or 2 way paging doesn't matter, its multicast. polycom phones, for example, are unicast and were never designed to be able to communicate with multiple devices at once like this. I understand what it is you are trying to do, but I'd suggest creating a small/smaller group and paging remote users independently of the local users. Of course, if you are trying to find out why johnny is working from home and his phone is not lit up with a call all day, you could just intercom him instead and see what he's up to!
