I don't use these phones. I would want to ask a few things.

sipx uses udp for blf and phones use a sip uri for subscription.

The config "Cisco" you sent looked like it was using a completely different
method and is subscribing to a phone and not to the subscription server.

I also did not see a subscription uri for blf in the config.

It also appears you set a lot of parameters by ip address and not sip
domain.

Using the above methods won't get you that far. I would instead consider
finding out if the configuration you have in the phones is valid for the
working environment.

fnc=blf+cp+sd;[email protected] is not how BLF works in sipx.

See the wiki:
http://wiki.sipfoundry.org/display/sipXecs/Manually+Configuring+Phone+BLF

The phone instead subscribes (via udp) to the subscription uri where it
loads it list (you have to configure the user speeddial in sipxconfig user
ui and subscribe to presence in order to generate the entries on the RLS
(resource list server) in sipx.

I think if the Cisco uses tcp for this, it won't work anyway, but the phone
really needs to support RFC's 4235 and 4662 to use this dynamically.

Personally I think it's easier to use a phone that is a managed device in
sipx to remove the mystique out of how to configure a phone.

Also realize sipx uses DNS and DNS SRV for resolution (prerferably the
phones too). So you may consider making sure your phones can resolve DNS/SRV
before adjusting your config(s).
