Actually there is way to have bi (or multi) lingual system. The key is
in understanding entries in /etc/sipxpbx/mappingrules.xml If you take
a look at it you will see that locale is passed as a parameter to
almost all system calls. Here is how we did it:

We live in Quebec so French is default language and system locale is
set to French
1. Created additional autoattendant for English (extension 201)
2. In "main" autoattendand message we say to continue in English press 3.
3. Dialapd action when user chooses 3 instead of autoattendant should be:
<sip:[email protected]:15060;action=autoattendant;schedule_id=aa_11;locale=en>
(Look at mappingrules.xml and just copy transform URL)
4. We as well created new voicemail dialplan (extension 102) so users
who prefer English can have voicemail retrieval in English -
mappingrules.xml should be changed so that locale points to right
language for that extension and SIP Proxy and SIP Register services
restarted.
5. Dialpad action for retrieving voicemail form second languate
attendant (# key) should be
<sip:[email protected]:15060;action=retrieve;locale=en>

That's basically it. It does work with two minor drawbacks:
1. There is a delay when caller chooses 3 for second language and
system prompt "Please hold while transferring call" is played - you
can record your own or do as we did - edited both French and English
message (took "Please hold" part form messages and then glued them
together and replaced system prompt).
2. Whenever any dial plan is changed system resets locale for second
language voicemail dialplan to the default one. What needs to be done
is to re-edit mappingrules.xml, change locale of second voicemail
dialplan back to secondary one and then restart SIP Proxy and SIP
Register.
