It wasn't the IM role - the server already had it disabled. After digging through /var/sipxdata/sipdb/userforward.xml, the only thing different that I could find was a few users with 1 and 2 second forward times. One was a user who had logged in just prior to the error popping up. I reset their forward time to 10 seconds and replication started working again. I'm not sure if it was the single digit forward time or something else with the user that got overwritten when I reapplied the forwarding rules. Thanks again for all of the suggestions.
