No. Sugarforge is full of those with no downloads and no documentation. Go figure.
All of the click to call stuff is very simple though, the wiki shows how to do that and there have been discussions here before of how to create a click to call system with examples. Anyone familair with php/curl and sugarcrm that has programming skills can probably make that work.
