in your pri the incoming fax can be detected automatically if it is using ced tone. some fax machines use something called fax frames. none of this really matters for you because we don't have a way to accurately detect fax during the ring nor do we want to send every called to freeswitch to automatically detect fax and the answer every call yeah the media server.
the best solution is to use a separate d I d number and I think that you'll find that every provider who offers both services offers them on different numbers with the exception of cell phone carriers who requires a call actually gets to your voicemail before the fax can be sent to you. I would never want to put a media server in the way to go off hook an answer every call and incur a toll charge on every call.
