1. 172.16.64.255 means the mask is at least more than a /24, since if it is
a /24 (or smaller) this would most likely be a broadcast address.
2. If the hostname is pcc-sipx-1.corrections.state.la.us, then the sipdomain
would be corrections.state.la.us<http://pcc-sipx-1.corrections.state.la.us/>,
not pcc-sipx-1.corrections.state.la.us.
3. Never (ever) make the hostname and the sipdomain the same thing.
4. Once installing just DON'T change the sipdomain to the hostname. EVER
(really, it's like the shiny red button, for some reason people want to
change the sipdomain to the hostname, then they wonder why something
pukes).
5. If you find #2 is pcc-sipx-1.corrections.state.la.us, and the sipdomain
is corrections.state.la.us <http://pcc-sipx-1.corrections.state.la.us/>, you
should change this back, and send the server profiles.

The wiki is your friend.
http://wiki.sipfoundry.org/display/sipXecs/DNS+Verification

if you installed sipx in a standard fashion, you should be able to verify
your dns records by simply perusing the zone file:

cat /var/named/corrections.state.la.us.zone

(this assumes the sipdomain is
corrections.state.la.us<http://pcc-sipx-1.corrections.state.la.us/>
).
