As an workaround for this until a permanent fix in 4.4:
in /usr/bin/sipxivr.sh change
-Djavax.net.ssl.keyStore=$SslDir/ssl-web.keystore \
to
KeyStoreOpts="\
-Djavax.net.ssl.keyStore=$SslDir/ssl.keystore \
(remove -web)
and restart ivr
