I use branches for this functionality. Branches can be used to secure gateways within a dial plan. So, you can set a bunch of gateways each in different branches. The gateway lets you override user caller id. These gateways can all really point at the same actual gateway. Then make sure your users are in their respective branch. Put all of the 'phantom gateways' into the emergency dial plan entry.
