What you are asking for is a survivable branch that is part of the same sip domain.
Users local to each branch need to be created (or recreated) to use the local branch as their voicemail host. You also would need to have a PSTN connection of some sort at each branch for in/out calling. Otherwise, the local phones at the branch stay registered, and they can call across the hall and check their voicemail, but thats all. Creating a branch site gets you no guaranteed connectivity to the PSTN if it is dependent upon a flaky circuit. The local phone survives it registration in the event of a failure, but the branch is still stranded.
