If you are talking about normal transfer via REFER, then the caller 
simply needs to support that.  However, you mentioned BLA on mobile 
device, I believe there won't be many mobile sip phones out there that 
would support such a complex feature because of both bandwidth and 
battery concerns.   The first thing you need to check on these devices 
is if they support dialog-event package.  The sipXsaa will use this 
mechanism to subscribe to the mobile device state.   Draft for BLA is
