It's a simple matter of what you are using to connect to the TELCO and what they also support.
In order to work properly with sipx, the provider must support re-invite. I'm sure there are some that don't, but if they want to get into an RFC shouting match, they'll end up looking bad. Your alternatives are to use something that will negotiate between the two systems (SBC) or use another provider.
