Cyril, Have a look at the sipXconfig 4.4 patch I uploaded for JIRA XX-3474. This might do what you need it to if you don't mind building your own sipxconfig RPM.
If you decide to try it, use it at your own risk. However, I can say that it's been working for me in multiple installations without issue. You can enable just the "CDR" permission for the limited administration user (pbxman), but be aware that this account also has user management privileges and currently they is no way to separate this out.
