He said he wants to modify the Calling number (not the called number). Dial plans can not modify the From address...
What he might be able to do (i suspect he is trying to make redial work properly from his phones) is to have a dial plan that could transform those outbound calls so that the prefix could be added when a system user goes to redial somebody that had called them...
