On further experimentation, I found that from my house (VPN, no NAT), a call to the hunt group DOES ring my Android phone. In the office, the router between the LAN and the voice LAN applies NAT (until now, there was no voice equipment on the LAN.) Looks like this is a NAT traversal issue.
