There can be several reasons. If you look at your voip.ms
registration, it should show your registration from the
internet IP address sipx sits behind, on port 5080.

I will assume it does not, which means the call comes in but
is not anchored properly to support a call transfer.

This indicates a firewall and/or voip.ms account
misconfiguration.

I am not familiar enough with clearos, but you need to be
doing "symmetical" (full cone nat) for the sipx server
internal ip address.

On the voip.ms wiki there is a link to a connection guide on
how to properly configure the account using sipxecs.
