Ive always done this with an outside box at a provider. this is a good
solution for a large number of inbound calls that are one way withut having
to burden a system.

(i.e. We do this hosted at voip.ms for school closing and emergency
announcements. Record the message and upload it, then create an IVR and
pint it to that message with no options. It plays and hangs up.)
