Disable/delete the backup job altogether and then recreate it without the voicemail settings. Change it to a local backup for settings only and verify that is what it is backing up by looking in the folder locally. Once it is backing up locally, change it back to ftp. Manually editing a file won't get you anywhere because the jobs are written to a databse and the database pushes out the config files. You can manually copy the folder where these backups are via smb or even webdav as an alternate backup method though You should consider moving to 4.4.
