Very valid point.

I've always been of the opinion that things like this you want to use
at both a page level and a section level.   Sometime you want to mark
a full page, other times only a specific section.

So on that, note, something like this at the top of a page or at the
beginning of a section

{note:title=OBSOLETE}
Some message here.
{note}
