usually refer should be handled in the SBC... at least that's the case I've seen with the Ingate.
More information is always better... type of phones, firmware level and type of SBC and firmware level might be helpful in getting problems solved. Vague questions asking us if we have any ideas is not always the best approach. We might just come back with Vague answers.
