Robert, find out what's eating up RAM and CPU prior to doing anything
else. In the server cli, enter top; then hit f to get a bunch of options.

Q and enter will show what's consuming RAM.
<hit f again>
K and enter will show what's eating CPU.

Having all your RAM used seems normal on a sipX box; once you start
hitting swap, you're more likely to run into problems. We also found
that due to some config on our phones, we were pegging CPU and
consuming RAM and swap due to sipXrls hammering the server.
