Because what is broken or designed against YOUR wishes may not be that
way for everyone else, since the design intent originally was to look
at internal users though the text/help description belied that. If
there are 100 bugs, votes PRIORITIZE what gets fixed, especially if it
is not critical. I am surprised this needs explanation. VOTES matter,
no votes, why spend resources.
