Problem solved, at least in the lab - we're testing in production tomorrow. I needed both domains listed as Intranet Domains under System > Internet Calling. After adjusting some other settings, call control was working, but there was no audio. I'm guessing sipX was trying to do some sort of translation and sending the wrong IP to the other phone.
