Our remote site didn't need to monitor speed dials of the main location - it 
only needed to monitor speed dials of others at that location.  So a separate 
sipXecs install kept all the 'monitoring' traffic on the remote LAN.  Now we 
are only passing voice traffic over our 1.5 mb circuit.

I'm not aware of a way to have lots of phones monitor lots of speed dials (on 
the phone level) across a slower connection.

With some programming changes - this might be an option:

Each server in the HA configuration would keep its 'locations' RLS traffic then 
merge that RLS list with those of other HA servers.  Then each phone would need 
to look to the 'local' RLS list for its updates.  I think this would keep the 
traffic down as you would only be replicating the rls once (server to server - 
maybe even compressed) every second - vs. having many phones monitoring many 
speed dials and creating a 'web' of traffic that would overwhelm resources.

To be fair, I have a very limited working knowledge of how the rls updates 
work, so this may make zero sense.  I believe the Open UC platform plans to 
utilize a more efficient way to handle monitored speed dials, but I'm not sure 
if it solves the issue of monitoring speed dials across slower connections or 
not...

I've disabled the monitoring off speed dials and this resolves our voice 
stuttering/glichting problems completely. You will even notice this with iftop 
on our VPN link, there is no extensive usage anymore.

You say that you setup a remote sipXecs site to solve this issue. What have you 
done exactly to make monitoring (a lot) speed dials work realiable?
