don't do that in a way that's to easy to use, see 
<http://www.ntp.org/ntpfaq/NTP-s-refclk.htm#Q-LOCAL-CLOCK> and 
<http://www.eecis.udel.edu/~mills/ntp/html/drivers/driver1.html> why. I 
knew many admins using the local reference clock as "a last resort" 
together with pool.ntp.org which is wrong.

What could be nice is an option to use a real local reference clock. Since 
there are so many different ones I think it could be sufficient to allow 
some text from a textbox to include in a generated ntp.conf. This makes it 
possible to use most of the magic from sipXecs but allows to use a local 
reference clock as well.
