For dedicated servers, I've been happy with Server Beach, although the least expensive box they offer at the moment is $129/month -- Core 2 Quad with 4 GB of RAM. They offer CentOS, Debian, Ubuntu and Red Hat, among other operating systems.
Their parent company, Peer1, does colocation, if that is what you want. I would recommend a dedicated box, with its hardware replacement guarantee, though. That has saved me a world of grief on at least one occasion. I haven't tried to run sipXecs off a hosted box, but with either dedicated or colocated, you have complete control of the box -- I've installed an unsupported operating system on Server Beach's dedicated servers. Cloud-based servers would be cheaper. If you're willing to try them, Peer1 has its Zunicore offering. Rackspace has been involved in some of the open source cloud projects. With that experience, they might also be a good choice for cloud-based servers.
